Mainland China’s peaceful development strategy and cross-Strait relations

Introduction

Cross-Strait relations have been stable since May 2008, when Ma Ying-jeou took office in Taiwan. This stability in cross-Strait relations reflects policy stability on both sides. On the mainland side, the policy adopted under Hu Jintao was affirmed with the 17th Party Congress’s endorsement in 2007 of a “peaceful development” strategy towards Taiwan. The new PRC leadership headed by Xi Jinping that came to power at the 18th Party Congress in 2012 and the National People’s Congress the following spring signaled continuity in Beijing’s policies towards Taiwan. Because no major change in policy is likely on the Taiwan side during the remainder of Ma’s second term, cross-Strait relations are likely to remain stable and relatively unchanged for at least the next few years and possibly beyond. Further progress is possible in the relatively near term, but it is likely to be limited and uneven.
